E-COMPETENCE RESEARCH REVEALS MALTESE ICT PROFESSIONALS’ SUCCESS IN FUTURE JOBS JEOPARDIZED BY MISMATCH OF COMPETENCES

E-skills shortages, gaps and mismatches are threatening to ruin Europe’s chances at becoming a successful, smart growth economy. Developing and identifying the e-competences of ICT professionals in Europe can help match the right skills for future jobs in line with the European Commission’s New Skills for New Jobs initiative.

In Malta, ICT professionals recently participated in a pioneering survey that provided a snapshot of their competences against an agreed European framework (European e-Competence Framework). This pan-European survey offered a unique opportunityto explore the status of professional e-competence in Malta and other EU Member States. To complement the country report for Malta, a European report comparing all countries involved in the survey will be published soon. The survey was carried out in 28 different countries across Europe, and has almost 2000 respondents.

The report shows that Maltese ICT professionals who responded were on average younger than their counterparts in the rest of Europe. They are the second youngest from all of the ICT professionals who participated. Overall, the education background of Maltese ICT professionals who responded to the survey is in line with the rest of Europe, and is very IT-focused but they scored lowest with regard to post-graduate education. Further, less than one-fifth of all Maltese respondents are female, a very low figure that is reflected elsewhere also as the European average.

ICT professionals in Malta show serious weaknesses of e-competence in two of the five areas (Enable and Manage). The results show that most of the IT professionals who participated in the survey have less than the appropriate e-competences for their chosen IT career profile. For these e-competence gaps, detailed training paths need to be designed for each respondent’s individual profile in order to avoid further mismatching competences to careers which can have a severely negative effect on Europe’s future economy and society.

The Council of European Professional Informatics Societies (CEPIS) in association with its Maltese member, Computer Society of Malta (CSM) carried out this pioneering European project in Malta. The CEPIS Professional e-Competence Survey aims to identify the e-competencies held by ICT professionals in Europe and how they match to today’s labour market requirements. Identifying the e-competences and/or lack thereof, of ICT professionals in Europe is essential to see whether ICT practitioners have the appropriate skills for future jobs.
